St. Louis County Overflow Releases
St. Louis County uses other jails to relieve overcrowding. The Sheriff states that these moves are not disciplinary. A live roster Location can name Pine County Jail, Carlton County Jail, Douglas County Wisconsin Jail, or another facility. Because the destination can change, there is no single overflow-jail address or phone number that is accurate for every person.
A person housed elsewhere can remain in custody on a St. Louis County matter. The booking's absence from the Duluth physical population does not establish a community release. Read the current roster, record the exact Location, and contact that receiving facility. When the local booking later ends, use Sheriff release or transfer data and the court record to determine what followed.
Confirm an Overflow Jail Release
The correct lookup is location-dependent. Start with the St. Louis County roster landing page. Use the current report when checking present custody and the 48-hour release report only when the Sheriff booking has recently ended. Neither source should be treated as the receiving jail's complete history.
- Search the current St. Louis County roster and copy the Location exactly.
- Verify the person's name, jail number, birth data, booking date, and listed matter.
- Contact the named receiving jail for its current operational status.
- Check the county release report for an actual Released Date if the local booking ended.

If the question is whether custody shifted, request the date, time, legal basis, and receiving agency for the transfer.

Use the Sheriff public-data request channel. Inspection of public data is free under Minnesota law. Copy charges may apply, but the research found no flat release-record fee or fixed response deadline. Ask for an estimate and request an existing record rather than a newly created explanation.
The receiving jail may hold its own operational or booking data under the law governing that agency. Contact it after the St. Louis County Location field identifies the office. Do not send the same generic request to every possible jail.

A listed charge is not proof of conviction, and a move is not punishment merely because another jail is farther away. The county specifically describes overflow transfers as a response to crowding rather than discipline.
Overflow Release Court Records

If a person has entered BOP custody, the official locator may show a location, a release date, or that the person is no longer in BOP custody. That result still does not rule out state, local, or ICE custody. Federal supervised release also can continue after physical BOP custody ends.

Minn. Stat. ยง13.82 distinguishes adult release from transfer by requiring the receiving agency and legal basis of a transfer. Ask for those exact fields. A roster label such as Hold for other Agency does not identify ICE.
No authoritative evidence established a St. Louis County ICE over-72-hour detention contract or 287(g) agreement. If the Sheriff record actually names ICE as recipient, then use the ICE Online Detainee Locator. Search by A-number and country of birth or by exact biographical fields. Data may lag, and a not-found result is not release proof.
A jail-to-ICE handoff is custody transfer, not release to the community. Preserve that wording even if the local Sheriff booking ended at the same time.

St. Louis County's local custody geography starts with one 197-bed full-service jail in Duluth and two small Range lockups. Hibbing has eight beds, and Virginia has twelve. The county traces its jail history to 1871. The current Duluth jail opened in 1995 after state compliance concerns affected the older downtown jail.
That fixed local network exists alongside changing contract placements. Pine County, Carlton County, Douglas County Wisconsin, or another jail can appear in the roster. The county reports are regenerated, not archives. A current Location can change, and the release PDF keeps only a short rolling view. No unified public database combines every Minnesota and Wisconsin receiving jail with St. Louis County court events.
Absence from Duluth proves neither release nor innocence. Check the named location, the custody transfer, and the case. If the person entered DOC, federal, or immigration custody, switch to that authority's source. If the person was released under a local court order, pair the actual Released Date with the order.
This location-dependent method avoids treating contract placement as a separate sentence. It also respects the difference between the agency that owns the case, the facility that supplies a bed, and the court that controls the legal basis.
