St. Louis County Booking Photos
A booking photograph is the identification image associated with an arrest. St. Louis County jail history confirms that photographing is part of intake. Under Minnesota Statutes §13.82, subdivision 26, an adult booking photograph is generally public government data. The same law permits temporary withholding when access would adversely affect an active investigation. Juvenile, sealed, misidentified, restricted, or otherwise classified material may also be withheld or redacted.
Public status does not require constant web publication. St. Louis County's current Jail Roster and 48-hour Release Roster contain text fields but no photographs. Once a person is released, the release PDF may show the booking and Released Date for a short period, yet there is still no image beside that row. The booking photo must be requested as its own data item.
The rolling online window is not the county's legal retention period. A photo can remain in underlying agency records after the public release row disappears, subject to the county schedule and any lawful restriction.
An arrest is not a conviction. A photo documents intake and can outlast the short online release window. Pair it with the correct booking identifier and the court case so that a similar name or an old image is not mistaken for a current event.
Find St. Louis County Release Photos
Several channels can surface an image, but each has a distinct source and meaning. The county booking photo should not be confused with a later DOC identification image or a notice-specific photograph.

St. Louis County Rosters Lack Photos
The absence of images is the defining local detail. The current roster lists name, jail number, age or birth information when public, booking date, location, bail, arresting agency, charge, offense level, order type, and Projected Release Date. The release report adds Released Date, but it has no release-reason field, destination, or photograph.
The county roster page is updated hourly, and the release PDF covers a rolling 48-hour period. That online span is not a legal destruction rule. When a row rolls off the PDF, the underlying booking, release, and photograph data may still exist under county retention schedules and data-classification rules.
A person missing from both PDFs may be in intake, transferred to a contract jail, outside the online release window, or associated with another system. Search the release and custody records first. Request St. Louis County Mugshots
Use the Sheriff public-data request channel for the county booking photograph. Requests are handled through Central Records at the Duluth Courthouse. Ask for existing data rather than asking staff to research or explain the case.
- Identify the person by exact name and date of birth when known. Add the jail or booking number if the roster supplied it.
- Give an approximate booking date and release date. Name the “booking photograph” as a separate requested item.
- Use the county's non-body-worn-camera data request form. Choose inspection or an electronic copy and provide only the contact details needed to fulfill the request.
- Ask for a cost estimate before paid copying. Inspection of public data at reasonable times and places is free under §13.03.
- If access is denied, ask for the specific legal authority. A written certification of denial is available on request.
The county publishes no flat copy price specific to a booking photo and promises no fixed response time. Minnesota law permits certain actual copy costs. For no more than 100 black-and-white letter or legal pages, the statutory cap is 25 cents per page, but that paper-page cap should not be presented as a fixed digital-photo fee.

St. Louis County DOC Mugshots
The Minnesota DOC Public Viewer can display front and side identification images on an offender detail. Those are DOC images from the state correctional system. They are not necessarily the photograph taken during a St. Louis County jail booking. A county-jail-only person may never appear in the Public Viewer.
For a former state prisoner who remains under DOC jurisdiction, search by MNDOC ID when possible. If searching by name, compare birth information, current status, sentence details, and other identifiers before treating the image as a match. A live released-person profile can be reviewed at the official DOC detail.
The screenshot demonstrates a state correctional profile. It does not show that the pictured person was booked by St. Louis County or establish the date and basis of a county release.
Public Viewer covers adults who remain under the Commissioner's jurisdiction. A person may stop appearing after final discharge. Use the court case and the DOC data-practices channel for an older prison image or release record that is no longer in the viewer.
St. Louis County Notice Photos
The Minnesota Public Registrant Search is a limited community-notification system. It does not list every person with a registration duty and is not a general archive of released people. Local law enforcement decides disclosure under the applicable public-notification provisions. An authorized Level 3 notice may contain an image, but that image serves the notice and must not be treated as a universal booking-photo record.
The BCA noncompliant predatory-registrant search is narrower still. DOC warns that a person whose registration is current will not appear on that noncompliant list. Absence from either tool says little about release status, and neither source replaces the county or state custody record.
Official Sheriff news releases or reputable local reporting may retain an agency image tied to an arrest or event. Check the source date and caption. A news photograph does not prove present identity, conviction, current custody, or later release.
St. Louis County Photo Reposts
Commercial and third-party pages can copy old images without later court updates. A photo may be mislabeled, matched to the wrong person, separated from a dismissal, or left online after the public source changes. These sources are described only as a category because people may encounter them. No mugshot publisher, data broker, or paid removal service is linked or endorsed.
Trace a copied image back to the Sheriff, DOC, court, or official notice. Match the booking number, date, agency, and case before relying on the caption. If no official source supports the match, treat the repost as unverified.
Payment to a private removal service does not alter the government record. Requests about the official photograph must go to the office that maintains it, while requests to a private publisher must follow that publisher's own correction route and applicable law.
Why St. Louis County Photos Differ
Both St. Louis County roster PDFs are photo-free even though the jail confirms that intake includes photography. That split makes Central Records the authoritative route for the county image. A DOC front-and-side set is a later state correctional artifact. A public-notification photo is authorized for a narrow notice. The images may depict the same person at different times, but they are not interchangeable records.
Ask for the exact artifact needed. “Booking photograph associated with the St. Louis County jail booking on or about [date]” is clearer than “all mugshots.” A focused request reduces identity errors, staff search time, and the risk of receiving an unrelated image.
Note: The county Release Roster confirms an exit time but carries no image, destination field, or standardized release reason.
St. Louis County Mugshot Sealing
Expungement under Minnesota Statutes chapter 609A generally seals covered records from public access. It does not rewrite the historical event or automatically destroy every copy. Automatic-sealing provisions apply only to listed outcomes and qualifying convictions after statutory conditions. A missing court result can also reflect remote-access limits, identity mismatch, or retention rules, so absence should not be overread.
No current enacted Minnesota anti-pay-to-remove statute was identified in the research. A past proposal is not law. For an official source, direct a sealing or access question to the court or agency that maintains the image. For an online copy, identify its source and seek correction or removal from the publisher without paying a service on the assumption that it controls the government record.
Sealing does not establish that no booking occurred. It changes access under the order and statute. The safest record statement is limited to what the current official source lawfully shows.
